Candidates who wish to file for the 2014 Primary Election will find required forms in the 2014 Candidate's Guide available on the Illinois State Board of Elections website. The 2014 election cycle circulation and filing dates and campaign finance filing deadlines are also on the site (2014 Election and Campaign Finance Calendar).
Public Act 98-0115, signed by Gov. Quinn on July 27, 2013, transfers all voter registration and elections administration duties to an election commission to be appointed by the Chief Judge of the 19th Judicial Circuit within 30 days of his signing the bill. A preliminary injunction was issued on August 16 which orders elections and voter registration duties to remain with the Lake County Clerk pending final determination on the constitutionality of the statute.

Review of Petition Papers
The Lake County Clerk and staff cannot provide a review of nominating papers or legal opinions regarding petition papers. Prospective candidates are strongly encouraged to consult competent legal counsel regarding qualifications to seek office, preparation of petition papers, circulator requirements, signature requirements, etc. After petition papers have been filed, pages cannot be amended or added. A receipt for filing the required Statement of Economic Interests may be added until 5 p.m. on the last day to file.
Legal Objections to Nominating Papers
A candidate’s nominating papers are subject to legal challenge by qualified objectors when forms are incomplete or improperly completed. Appointments for reviewing registration for signers of petitions should be made with the appropriate voter registration office for Lake County.
