Bachelor of Arts Degree from the University of Mississippi with Honors in 1974 and Juris Doctorate from the University of Tennessee College of Law in 1977.

Memberships and Other Public Service
In addition to being a committed public servant, Willard is dedicated to leadership and service to the community. She has served on the board of many civic organizations such as MainStreet Libertyville, Inc., Boys and Girls Club of Lake County, Community Action Partnership, Salvation Army Adult Rehabilitation Center, Youth and Family Counseling, and the Daughters of the American Revolution.
Past Work Experience
A native of Brownsville, Tennessee, Willard Helander held a judicial clerkship for the Tennessee Civil Court of Appeals from 1977-78 after completing law school. In 1978 she moved to Illinois and worked in the trust and probate field before devoting her time to being a full-time mother to her three children and actively serving her community as a volunteer. In 1992 Willard Helander became the founding Executive Director of the Transportation Management Association of Central Lake County where she served with distinction until seeking public office. With her current term expiring in 2014, Willard was elected Lake County Clerk in November 1994, re-elected in 1998, 2002, 2006 and 2010.
